Get the signed title: For a standard transfer, the seller or lienholder signs the California Certificate of Title; the buyer submits it to DMV. If the title is missing, check the DMV REG 227 replacement or transfer form first.
Seller: report the transfer: The seller submits a Notice of Transfer and Release of Liability to DMV within 5 days.
Buyer: submit the title and pay applicable fees: Report the ownership change within 10 days and submit the signed title and applicable transfer payment at a DMV office or by mail, following the official instructions.
